A few suggestions for studying and implementing the documents of the two offices

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council have put forward the following recommendations on the implementation of the Circular on the Opinions of the Ministry of Justice on Further Strengthening and Promoting the Work of Lawyers:
The implementation of this notice, that is, there is a need to coordinate with the external departments concerned to solve the problem, but also the judicial administrative departments themselves to solve the problem.
First of all, the problems that need to be solved by the coordination of external departments:
1, the establishment of public, prosecution, law, justice and other relevant departments to participate in the joint meeting mechanism, the establishment of long-term coordination mechanism and information sharing mechanism. Exchange and communication of work involving lawyers, timely development of problems, study and propose solutions.
2、Improve the lawyers to meet with the difficult, difficult to read the documents, difficult to investigate the lawyers practicing environment protection problems. Seize this opportunity, by coordinating the relevant departments to issue documents or through the national people's congress legislation and other forms to be resolved.
3, coordinating government departments to introduce the government legal adviser hiring methods. Payment of government legal advisers at all levels, those are public welfare services, the government how to subsidize; those are charged for legal services, how to collect fees, etc. Make specific provisions for the government to purchase legal services. Make specific provisions for the purchase of legal services by the government.
4, with the financial sector consultation to improve the standard of legal aid subsidies.
5、Coordinate with the relevant government departments to incorporate lawyer training into the local financial budget, and to incorporate the continuing education of lawyers into the continuing education system for professional and technical personnel.
6、Coordinate with the organization department to promote the selection of civil servants from the outstanding lawyers to work in the party and government organs.
7, with the municipal party committee united front work department coordination, in the selection of lawyers as deputies to the national people's congress, the political consultative conference members of the work procedures pay attention to play the role of judicial administrative organs in the recommendation, strive for and so on.
8、Coordinate with the municipal finance office, the municipal development and reform commission and other departments, recommend and select outstanding law firms and lawyers to provide legal services for Chinese enterprises listed both at home and abroad, and large-scale backbone state-owned enterprises which have a bearing on the national economy and people's livelihood.
9, with the city editorial committee and other departments to coordinate, increase the city, district (county) lawyer management personnel, the city law association secretariat to career establishment.
10, with the municipal finance department to coordinate, increase the financial support to the lawyers association, the study solves the lawyers association office expenses related problems.
11, with the organization department of the municipal party committee to contact the development of party members of lawyers in the quota to be tilted to the larger law firms or more members of the law firms to send party building work instructor or liaison officer.
12, with the organization department, the political and legal committee and other departments to consult, explore the selection of outstanding lawyers party members to the political and legal organs of the new way of training. Secondly, as the judicial administrative departments and lawyers association in the implementation of this document needs to be resolved:
1, with the municipal party committee, the municipal government and the relevant departments to fully consult and coordinate, use this opportunity, and strive to maximize the implementation of the spirit of the document.
2、Strengthen the construction of lawyer's integrity, the establishment of lawyer's integrity file, the implementation of lawyer's integrity oath system, the law firm integrity convention system, the selection of AAA, AA, A grade law firms or integrity law firms.
3, make full use of lawyer training base, financial support, increase the lawyer's political quality, business quality, business skills training.
4, cascading upward recommendations as soon as possible to introduce accounting methods for the lawyer industry.
5, strengthen the law firm's system management, risk control, quality control, personnel management and other internal management system. Clarify the management responsibilities of the person in charge of the law firm and the partners, and establish and improve the system of conversation and reminder to the person in charge of the law firm and the accountability mechanism.
6, strengthen the judicial administration and lawyers' associations two combined management, improve the “two” important decision-making meeting, important situation communication, important information sharing working mechanism.
